James Murray, Chief, Compliance Review Division
James L. Murray was appointed as Chief of the Compliance Review Division in July, 2012. In that capacity, he and his staff conduct compliance reviews to ensure that state departments and agencies adhere to the merit principles of examinations and appointments, as well as providing consultation and guidance on other programs governed by the State Personnel Board.
Mr. Murray has acquired over 16 years of experience in California state government. He has worked as a Legal Administrator for the Department of Fair Employment & Housing, a Senior Legal Analyst for the Department of Managed Health Care, as SPB’s Assistant Chief of the Appeals Division, and just prior to his new appointment, as SPB’s Chief of the Merit Operations Division. Prior to joining state service, Mr. Murray spent 9 years in an insurance defense law firm as a Sr. Litigation Paralegal, and has served in the U.S. Army as a non-commissioned officer in the 82d Airborne Division’s Judge Advocate General’s (JAG) Office.
