Paul Ramsey, Chief, Appeals Division
Paul R. Ramsey was appointed as Chief of the Appeals Division in December 2007.
Prior to joining the State Personnel Board, Mr. Ramsey served for 6 years as the Chief Counsel for the Department of Fair Employment and Housing (DFEH). In that role, Mr. Ramsey directed the scope and direction of the Department’s litigation program in the enforcement of the Fair Employment and Housing Act and other related civil rights statutes. The Department’s Legal Division achieved numerous noteworthy results including the well-publicized case of DFEH v. 2001 California Partnership, a housing discrimination case that settled for $1 million. Mr. Ramsey also participated in advancing policies and legislation for the enhancement of California’s civil rights laws.
Prior to becoming Chief Counsel, Mr. Ramsey served as Senior Staff Counsel litigating claims of discrimination before the Fair Employment and Housing Commission and California Superior Courts. Mr. Ramsey has also served as Senior Staff Counsel for the California Public Employees’ Retirement System (CalPERS) directing litigation on significant cases brought against the CalPERS Board and handling administrative litigation concerning CalPERS benefits.
Mr. Ramsey obtained his Bachelor of Science degree from the University of California, Berkeley and his Juris Doctor from McGeorge School of Law.
