Eligible lists are the listings of candidates who have been successful in an examination for State civil service employment. Eligible lists are established for each job classification within the State of California civil service system, and are one method used to fill vacancies. Examinations are administered on an open, open-nonpromotional or promotional basis. State employees and non-State employees may take open and open-nonpromotional examinations with one or more State departments or agencies using the resulting lists. Promotional examinations may be taken only by State employees. These lists are usually only used by the department or agency that administered the promotional examination.

The following is an explanation of the various types of eligible lists:

Reemployment Lists

Lists individuals who are State of California civil service employees who have been laid off or demoted in-lieu-of layoff. There are three different reemployment lists: 1) Sub-divisional used only for a subdivision of an agency or department; 2) Departmental used only by a specific agency or department; and 3) General used by all State of California civil service agencies or departments.

State Restriction of Appointment (SROA) List

Lists State of California civil service employees who have been identified for layoff.

Promotional (PROM) Lists

Lists State of California civil service employees who have competed and were successful in an examination for promotional opportunities. Subdivisional and departmental promotional lists are specific to a particular subdivision or department. Two or more departments or agencies can use multi-departmental promotional lists. Servicewide promotional lists are used by all State departments or agencies.

Preferred Limited Term Lists

Lists individuals eligible for temporary work in a job classification.

Open Lists

Lists individuals eligible for employment in a job classification. Some open lists are departmental open lists, which means that they can only be used by that specific department. In contrast, Servicewide open lists may be used by all State departments or agencies. In most cases, if you were successful in an examination administered by the State Personnel Board (SPB), the resulting list will be a Servicewide Open list that may be used by all state departments or agencies.

There are several types of eligible lists, they are: (1) Dated, where all the candidates on a dated list took the examination at the same time, and their eligibility starts and ends on the same date; (2) Merged, where the list results when an examination is administered on a continuous or frequent basis. Eligibles on these lists can have a different eligible start and end dates. However, all eligibles remain on the list for the same amount of time and have the same length of eligibility regardless of when their name was merged onto the list; (3) Statewide, where eligibles are allowed to pick the locations they want to work; and (4) Spot, where the list is good only for that location and generally, eligibles are restricted to just that location.

The SPB posts all open and promotional eligible lists that are maintained in the SPB on-line certification system on our website, www.spb.ca.gov, and updates them daily. If you took an examination, but cannot find the eligible list on the SPB website, you should contact the department who administered the examination in which you participated in order to view the eligible list. Eligible lists are required to be available for viewing for 30 calendar days after they were established.

There are two different ways that eligible lists are displayed. If there are fewer than 1,000 names on the list, then each individual will be listed by Candidate ID number, expiration date, rank and score. If the list has 1,000 names or more, then only a total or summary of how many individuals are in each rank, and the score for that rank will be listed.
