State Restriction of Appointments (SROA) Program
The State Restrictions of Appointments (SROA) Program is intended to provide job placement assistance to employees who are facing layoff. Since June 1991, the SROA process has moved thousands of employees who would have been laid off to positions with secure funding. The SROA is utilized to coordinate efforts between departments undergoing staff reductions and departments that may be in a position to accept new staff.
There are various alternatives to layoff that departments and Department of Personnel Administration implement in an attempt to eliminate the need for layoffs. These include hiring freezes, early retirement, and voluntary reduced work time; however, the most effective has been the SROA Program administered by DPA. DPA is authorized by statute to restrict the choices of departments hiring employees to those employees in danger of layoff in other departments. Names of employees in danger of layoff are placed on SROA employment lists for the classes they are employed in and hiring departments must give employees on SROA lists first preference in hiring after employees on reemployment lists.
