Bruce Monfross, Chief, Appeals Division

Bruce A. Monfross was appointed as the Chief of the Appeals Division in July 2021. Since that time, Mr. Monfross, along with the hardworking staff of the Appeals Division, has focused on continuing to improve internal processes and upgrading existing resources in order to deliver fair and timely decisions from appeals filed under the Civil Service Act.

Prior to his appointment as the Chief of the Appeals Division, Mr. Monfross served as an Administrative Law Judge II and III with the SPB for approximately 10 years, during which time he presided over some of the most complex hearings assigned to the SPB’s calendar. Mr. Monfross also served as Staff Counsel for the SPB for several years, and also served as a Staff Counsel/Acting Inspector General for the Office of the Inspector General. Prior to entering state service, Mr. Monfross was employed as an associate at Porter, Scott, Weiberg & Delehant, where he specialized in employment litigation, representing clients in state and federal courts.

Mr. Monfross obtained his Bachelor of Arts degree from the University of California, Davis, and his Juris Doctor from the University of the Pacific, McGeorge School of Law.
